Transportation Concurrency and Level of Service Development Regulations

On May 23, 2019 the City Council adopted code amendments via Ordinance O2019-484, which adds road segments and corridors to the City’s existing transportation concurrency program and level of service standards (LOS). Chapters 14A.05, 14A.10 and 21A.15 of the Sammamish Municipal Code (SMC) are affected by this ordinance. 

The key changes implemented by this ordinance include:

  • The LOS standard for road segments is a Volume to Capacity ratio (V/C) of 1.4 and the LOS standard for road corridors is a V/C of 1.1 for the City’s principal and minor arterials (except for East Lake Sammamish Parkway, which is excluded from this concurrency measurement). 
  • The adopted LOS standard of 1.1 for road corridors results in a failure to meet the road corridor LOS along the Sahalee Way – 228th Ave North Corridor (extending from NE 12th Place to the north City limits).  The failure is not currently addressed on the City’s 6-year TIP. 
    • In regard to implementing these development regulations with the Sahalee Way-228th Ave North Corridor failure, the City cannot issue a concurrency certificate if a project adds any peak hour trips to that corridor, until that failure is addressed on the City's Transportation Improvement Plan (TIP).  This means the City will perform a concurrency test for each project application (including Single-Family Residential building permits) individually to ascertain its impacts on the Sahalee Way-228th Ave North Corridor.  Refer to SMC 14A.10.030(1)(a) for the list of project applications that are exempt from the concurrency test.
    • The City Council is continuing to work on addressing the failure via the City's TIP. City Council is scheduled to adopt the TIP on June 18th.  The current draft version of the TIP includes a project to address the Sahalee Way – 228th Ave North Corridor failure.
  • There is now a requirement for a pre-application conference to be held prior to filing a Traffic Concurrency Review (TCR) application (see SMC 14A.10.020(4)) to receive a concurrency certificate.
