Pipe Condition Assessment Program Development
The scope of work to initiate the program between the City of Sammamish and Osborn Consulting is divided into two sub-tasks:
Subtask 1: Project Management
This task involves the management, administration, and coordination of the project by Osborn Consulting. It includes project management, monthly invoice preparation, project schedule maintenance, and overall coordination with the City.
Subtask 2: Pipe Condition Assessment Program Initiation
Osborn Consulting will assist the City in initiating a Pipe Condition Assessment Program.
Subtask 2.1: Risk Management Strategy
This subtask focuses on developing a pipe risk management strategy. This involves reviewing and evaluating existing City Geographic Information System (GIS) data, determining criteria for assessing the consequence of failure (CoF) for pipes, conducting a CoF analysis for stormwater pipe assets, and defining the likelihood of failure (LoF) scoring based on NASSCO PACP inspection data, and develop a risk matrix... The deliverables include:
- A GIS map package.
- An Excel spreadsheet with CoF scores.
- A technical memo documenting the risk management strategy.
Subtask 2.2 Protocol Development
This subtask will define roles and responsibilities, select software, and outline procedures. Meetings with the City will be held virtually, and deliverables include a technical memo describing the developed protocols.
- Developing a protocol for collecting and processing CCTV inspection data.
- Performing condition assessments.
- Providing repair, replacement, or maintenance recommendations for stormwater pipes.
Throughout both tasks, the City is responsible for providing relevant GIS data and attending meetings, while Osborn Consulting will coordinate, manage, and provide expertise in stormwater pipe assessment and management.
