Pavement Condition Survey & Management Plan

Project Summary
The City is performing a new Pavement Condition Assessment (PCA) and creating its first Pavement Management Strategic Plan (PMSP). Sammamish has 213 centerline miles of road, and this project will update the Pavement Condition Index (PCI) for all road segments to help prioritize maintenance and rehabilitation efforts. The project will include a citywide pavement survey, right-of-way (ROW) asset inventory, and the creation of a PMSP.
The PCA portion of this project will include a citywide pavement survey to measure key parameters of pavement condition and calculate updated PCI values for each segment. The data collected from the PCA will be integrated into the City’s new pavement management software, Pavement Express (PX), and be used to identify roads in need of maintenance, and to determine the appropriate maintenance type. PX will also calculate which preservation and rehabilitation methodologies to use, and which road segments to use them on to provide the City with the greatest return on investment.
In addition to the PCA, the City will be performing its first citywide ROW asset inventory since 2016. This task will create a GIS database of all public infrastructure assets and their attributes. The database will be used to track, manage, and maintain the City’s infrastructure assets.
The final task of this project will be the development of the City's first Pavement Management Strategic Plan (PMSP). This plan will outline the current condition of all City streets, as well as PCI per road classification, set a minimum Citywide PCI, review preservation and rehabilitation methodologies, planned resurfacing work, and funding strategies.
This project is part of the City of Sammamish Pavement Management Program, which provides major street maintenance of roadways. This maintenance include street overlays, pavement rehabilitation, curb and sidewalk repair and appropriate Americans with Disabilities (ADA) retrofit work.
