Storm Facility Restoration Program

About the Program
The Storm Facility Restoration Program was adopted in the 2023-2028 Stormwater Capital Improvement Plan. Projects in this program may vary and are typically identified through inspections by City staff. While the priority scores for these restoration projects may rank lower than projects in other programs, they are vital to reducing flood risk and to increasing water quality. Pro‐actively restoring our facilities allows staff to bundle projects to maximize efficiencies.
What's the latest?
The City maintains an on-call contract to assist with the design for restoration of stormwater facilities. Several projects are being pursued for design in 2025-26:

- East Montage Vault - Alternatives Analysis
- 212th Ave SE Wetland Detention Pond Wall
- Sorrento Heights (Cambria) Pond
The Project Areas Today
Trossachs Gabion Wall
The gabion wall is failing and was identified by staff during routine inspection. The City contracted with a geotechnical consultant to understand the risk posed by the wall as well as a civil consultant to evaluate and design an efficient solution.

East Montage Vault - Alternatives Analysis
The East Montage Vault restoration was identified by the Zackuse Basin Plan.

212th Avenue SE Wetland Detention Pond Wall
The wetland and detention pond, located in the Pennington Court subdivision, has been in service since early 2002. Over the last few storm seasons, the wall has started to slowly leak into the adjacent hillside. The City has reached out to a geotechnical consultant to understand the risks and identify an efficient solution.

Heritage Hills Pond
The existing pond outlet is blocked due to excessive sedimentation causing water quality treatment to be impaired. The City is reviewing the issue and determining the best solution to move forward.
