Interest Form to Operate Building 120 

The City of Sammamish is reviewing long-term options related to its Building 120, which include: 

  • A City-operated community center 
  • Sale of the building 
  • Lease to a private operator for community or other use 

As a part of this effort, the City of Sammamish is gathering information from organizations that may be interested in operating Building 120 as a vibrant community facility. This data will help inform future policy discussions and decision-making. Responses are for research purposes only and do not constitute a solicitation  or opportunity to purchase or lease Building 120. If the City decides to lease the facility, a separate leasing process will likely be conducted in the future, and interested parties will need to submit a new application at that time.

The City has retained outside consultants to conduct a comprehensive study of potential future uses for Building 120. As part of that effort, the City is collecting information from organizations that may have the experience and capacity to operate the facility. If your organization is interested in leasing the facility for a different use, you are encouraged to complete this form as well.

Building Description 

Building 120 was constructed in 2008 and purchased by the City of Sammamish in 2015 with the goal of attracting a higher education provider to the community. 

The two-story concrete tilt-up building includes north and south wings separated by a central lobby. The building includes a gym with a small stage and an adjoining room that could be converted into a commercial kitchen, five offices, six classrooms, and two large open areas. Approximately 44% of the property consists of protected wetlands, limiting future development opportunities on the site. 

Location 

Building 120 is centrally located along 228th Avenue NE, adjacent to a high school and wetlands. The surrounding area includes commercial businesses, restaurants, parks, and residential neighborhoods. 

Facility Condition 

A comprehensive building and site assessment was completed in 2026 and presented to the City Council on April 21, 2026. 

Overall, the building was found to be generally in good condition, and its major systems remain functional, though many are aging. The exterior shows deferred maintenance including Exterior Insulation and Finishing Systems (EIFS) cracks, rusting steel, failing caulk, and deteriorating downspouts and roof flashings. Interiors are dated with mismatched lighting, sagging acoustical ceiling tiles, worn carpet, and inadequate finishes throughout. Mechanical, Electrical, and Plumbing (MEP) systems are largely original; the water heater is near end of life and HVAC units are aging but operational.   

Financial Considerations 

The facility assessment estimates approximately $4.8 million in repairs and upgrades to address deferred maintenance, correct deficiencies, and restore the building to a like-new condition. 

Current annual operating expenses are estimated at approximately $200,000 per year, excluding City staff time. 

Current market lease rates for comparable properties are estimated at: 

  • Triple Net (NNN): $26-$30 per square foot 
  • Gross Lease: $35-$38 per square foot

Background

The City of Sammamish owns the facility located at 120 228th Ave NE, previously leased to Central Washington University (CWU) for higher education programming. CWU elected not to renew its lease and vacated the facility in June 2025. The City resumed full control of the property on July 1, 2025 and extended existing subleases to minimize disruption for current users. Most were not renewed for an additional term and expired July 1, 2026 except for the YMCA and Microsoft's parking lot lease. 

The building is not currently available for rentals.

Project Scope

The City was asked to evaluate the future of Building 120 and its surrounding site. This work will help determine whether the existing building can be repurposed for community purposes, be better suited for other options, or if the City should sell the property. The City Council approved a contract for this work on January 20, 2026.

The work is to be completed in three phases and at the end of each phase, the City Council will review progress and decide whether to move the project forward to the next step or end the project.  The three phases are below:

Phase 1: Building & Site Assessment

Engineers and architects will complete a full review of the building’s safety, structure, accessibility, systems, and site conditions. They will also estimate repair and upgrade costs and conduct a market analysis to understand community needs. The City Council will review these findings before deciding whether to move to Phase 2.

Phase 2: Community Engagement

If Phase 1 supports moving forward, the City will gather community input through public meetings, surveys, and stakeholder discussions. Engagement will focus on realistic, site-appropriate options—either for reusing the building or planning for the site if reuse isn’t feasible. Council will then determine whether to proceed to Phase 3.

Phase 3: Feasibility & Recommendations

The final phase brings together all technical findings and community input into a feasibility plan. This includes conceptual designs, cost and funding considerations, and operational needs. The results will be shared with the public and City Council, who will determine next steps for the property.

Project Updates

Phase 1: Completed

The consultant team conducted a full technical assessment of the building and property to determine whether it is safe, functional, and cost-effective for community use. The building was found to be structurally sound and its major systems remain functional, though many are aging. The consultant presented their findings at the April 21, 2026 City Council meeting. City Council Action: Motion was passed to include additional options to explore in the scope of work including selling the property, converting for mixed use, include Big Rock Park South in the market analysis, ground leases, city annex, and sustainability upgrades.

Phase 1b: Additional Scope of Work

Staff presented information on the additional scope of work items that were requested. Staff requested the Council to vote on each additional scope of work to provide clear direction. The presentation and agenda bill information can be found here
