What is a quasi-judicial rezoning?
As part of the City’s Comprehensive Plan Envision Sammamish 2044, the Future Land Use Map (on page 22) includes a variety of land use designations.
The designation of Neighborhood Residential is intended to support detached and attached single-family homes, accessory dwelling units, and a range of middle housing types, such as duplexes, townhomes, and cottages. The following zoning districts are allowed within the Neighborhood Residential designation:
- R-8 (8 dwelling units per acre)
- R-6 (6 dwelling units per acre)
- R-4 (4 dwelling units per acre)
- R-1 (1 dwelling unit per acre)
- Middle Housing Overlays
How is a rezoning approved?
A rezoning may be approved by the Hearing Examiner only if:
- The proposed zoning is the next higher intensity zone allowed by the Future Land Use designation, and
- The property is next to, or across the street from, another property already in a higher intensity zone allowed by the same Future Land Use designation

What is the process to rezone a property?
Rezoning applications require a Notice of Application to be sent to neighbors within 500 feet of the property, which initiates a three-week comment period. (SMC 21.09.010.H)
Comments received during this period are forwarded to the applicant. The applicant is expected to provide a response to these comments once the review by staff has been completed.
Once the review is complete and comments are addressed, staff will coordinate to schedule a hearing with the Hearing Examiner. Notices would be emailed/mailed out to all parties of record and to properties within 500 feet of the subject property at least 30 days before the hearing.
Any decision by the Hearing Examiner may be appealed to Superior Court.
