Proposed Changes

The City proposes changing the future land use designation of the City-owned property, Building 120 (formerly the CWU Campus), from Neighborhood Residential to Mixed-Use Center, which would allow for the property to then subsequently be rezoned through the zone reclassification process. Changing the future land use map designation will allow for a broader range of land uses on this property, which is located in a central area of the City.

The text amendment docket request (POL2025-00571) was intended to be a placeholder to address any implementation-related issues or changes to state and case laws from the updates to the Town Center Plan and development regulations. At the time of the docket request submittal in August, the updates to the Town Center plan and the development regulations were anticipated to be completed by December 2025.
However, soon after submittal, the project schedule and approach were adjusted. The Town Center Plan updates are now expected to conclude in mid-2026, and the development regulations in late 2026. For this reason, the City would like to withdraw its text amendment docket request POL2025-00571 related to the Town Center updates and will likely resubmit the request for the 2026-27 docket.

ORIGINAL REQUEST:

The City of Sammamish is submitting a text amendment docket request to amend the Town Center Plan as needed in the near future based on unforeseen negative impacts, changes to state laws or changes in case law. This docket request will allow the City to take any required changes to the Town Center Plan through the legislative review process in 2026, with a combined approval at the end of the year to evaluate the cumulative impacts in alignment with RCW 36.70a.
